Habitually preyed on underage girls, taking them to nightclubs, providing them with alcohol and drugs, engaging them in consensual sexual relations when possible and, most significantly, sexually abusing them while they were rendered unconscious by drugs that he had provided to them.

Johnson was
convicted of drugging, raping and strangling 15-year-old Heather Fay
Fraser in 1998 and throwing her body from a Clatsop County bridge
into the Columbia River.
Johnson had sexually assaulted girls since at least 1978. Fraser's name was among the names, phone numbers, addresses, birth dates and workplaces of about 200 teenage girls that Johnson kept on a computer at the sewage plant where he worked.
Several girls testified that Johnson supplied them with drugs and alcohol, laced their drinks with morphine stolen from his dying father's medical supply or knocked them out with rags dipped in ether.

Status: On November 14, 2019, Judge Butterfield sentenced Mr. Johnson to life in prison without the possibility of parole.2
