Thomas Schopp, also known as Thomas Hiser, has a history of criminal behavior involving sexual offenses against children. He had many convictions in Alaska for child molestation, including six charges of first-degree sexual assault and two cases of second-degree sexual abuse of a juvenile.

Thomas Schopp was convicted of sexually abusing youngsters and creating child pornography. He was first convicted of six charges of sexual assault in 1988 and was sentenced to five years in jail for those offenses. In 1993, he was found guilty of multiple charges related to sexual abuse of a juvenile, including two serious offenses in the first degree, three in the second degree, and one attempted sexual abuse in the third degree. In 2014, Schopp met a 15-year-old boy in Alaska and recorded or photographed him performing sexual activities on the child. He received a life sentence due to the seriousness of his crimes and his previous criminal record. For these specific offenses, he received a much harsher prison sentence of 26 years.

Schopp met Juvenile A in 2014 and sent him items over the course of many months, including a cell phone. He invited Juvenile A to his home and videotaped the kid engaged in sexually explicit behavior. Schopp accompanied Juvenile A to Reno, Nevada, where police detained and imprisoned him. During his arrest, Schopp attempted to enlist others to collect the computer and cell phone that contained child pornography photographs he had created and destroy them.

Schopp was sentenced to life imprisonment for producing child pornography under 18 U.S.C. § 2251(a)(1). The judge highlighted that a life sentence was required to protect the community from Schopp's ongoing predatory behavior. Schopp appealed his life sentence on several grounds, including an initial claim that the Ninth Circuit Court overturned it due to exceeding the statutory maximum penalty allowed by federal law. A revised decision imposed a 45-year sentence instead, and his appeal was denied because it fell inside the terms of an appeal waiver included in his plea deal.
