Sex offender booted from Cambodia headed for Oregon (2006)
A convicted sex offender who fled Oregon to south Asia and was expelled from Cambodia headed back to Jackson Cty, OR to face charges of failure to register, sodomy and sex abuse.
Terry Darrel Smith (b. Nov 27, 1951 | age 72; hereinafter referred to as “Terry”), and a girlfriend were arrested in September after police accused him of having sex with two girls, ages 13 and 14, in the bedroom of a bar, “Tramp’s Place”, he owned in the Cambodian coastal town of Sihanoukville, and filming the acts.

He was arrested by Cambodian police but was freed and disappeared. He was arrested again in outside the American Embassy when he tried to replace a passport police had confiscated earlier.
John Shoemaker, who supervises criminal investigations for the US Marshal’s Service in Portland, said Terry apparently was in Los Angeles Cty, where he arrived from Cambodia, undergoing the extradition proceedings required to transfer him from California to Oregon.
Josephine Cty DA Stephen Campbell said Terry was convicted there in April 1991 on 17 counts of exploiting children for sexual display and sentenced to 17 months in prison.
He then moved to neighboring Jackson Cty where he was ordered to report as a sex offender, but failed to do so and fled the country, initially to the Philippines.
He said Terry has no charges pending in Josephine Cty.
Cambodian law provides sentences of up to 20 years for sex acts involving minors. Because of poverty and lax law enforcement, parts of the country have reputations as sex tourism destinations for pedophiles. Police recently have stepped up efforts to end the crimes.
Cambodian police seized 10 videotapes they say show Terry having sex with two underage girls.
The Washington, D.C.-based International Justice Mission, which seeks prosecution of people who sexually exploit others, had sent investigators to the bar in Sihanoukville, a town popular with pedophiles.
One German national, Alexander Watrin, 36, recently was sentenced to 10 years in a Cambodian jail for sexual abuse of young boys and two more German nationals are awaiting trial on charges involving young girls.i
Sex offender gets 22 years (2007)
A man who left the United States after sexually abusing a young female relative at a southern Oregon campsite has been sentenced to 22 years in prison.
Terry Darrel Terry had been found guilty of sodomy, sexual abuse and other charges. He was sentenced Friday, July 6, 2007 in Jackson Cty, OR.
Federal marshals arrested Terry in September 2007 outside the US Embassy in Cambodia after he was released from a Cambodian jail and banished from the country for allegedly having sex with two minors and filming the acts in a bar he owned in the coastal town of Sihanoukville. In April 1991, Terry was convicted in Josephine Cty of exploiting children for sexual display and sentenced to 17 months in prison. After his release, Terry moved to Jackson Cty where he failed to report as a sex offender.
He fled to the Philippines after abusing his young relative. He eventually made his way to Cambodia where he told an undercover investigator with the justice mission that he was wanted in Oregon for abusing a minor.ii
